　　消费是经济增长的重要“引擎”，是经济发展的巨大潜力所在。

　　疫情初始，外部环境复杂多变，经济下行压力加大，居民收入增速放缓，我市商业消费发展压力较大。市委、市政府多措并举稳市场主体，加快释放新兴消费潜力，出台系列援企稳岗、刺激消费政策，推动供需良性互动、消费回补和扩大增量有机结合，为经济增长注入持久动力。

　　疫后重振，强劲复苏。

　　1-9月，我市社会消费品零售总额达到955.73亿元，总量居全省第3位。9月，限上批发业、零售业继续保持正增长，分别同比增长4.5%、4.8%。限上餐饮业首次实现当月转正，同比增长2.3%。

　　可喜的变化，得益于我市抢抓党中央支持湖北省经济社会发展一揽子政策机遇，千方百计释放消费需求，多措并举促进消费回升，有效对冲疫情影响，助推全市经济逆势而上、创新发展。

　　加大企业纾困帮扶力度

　　市场主体是经济发展的“主力军”，更是吸纳就业的“容纳器”。疫情以来，我市大力发扬“有呼必应、无事不扰”的“店小二”精神，积极帮助企业纾困解难。

　　15家市级重点保供企业获批一次性吸纳就业补贴资金842万元，186家商贸企业获得授信27.9亿元，193家商贸企业获批贷款17亿元，国贸集团等大型商业综合体减免租金约2.2亿元。

　　疫情冲击，住宿餐饮业首当其冲。市委、市政府高度重视、仔细研究，出台《支持餐饮行业纾困发展若干措施》。53家餐饮企业入驻市民“e家生活”公共服务平台，14家餐饮企业建成使用中央厨房获得补贴资金98万元。

　　9月，三峡物流园整体交易额达到42亿元，同比增长10.53%。宜昌至禧饭店经营额9月首次实现当月转正……政府“真金白银”，企业接连满血复活，消费市场全面复苏。

　　前三季度，全市限上批发业、零售业、住宿业、餐饮业降幅较上半年分别收窄8.7、11.1、11.3、15.8个百分点。9月，限上住宿业降幅较上月收窄12.2个百分点。

　　加快市场扩容提质步伐

　　市场消费与企业生产紧密相连。消费旺，生产则更有信心和方向。激发消费活力，市场扩容提质势在必行。

　　截至9月，市县两级共发放惠民消费券和爱心消费券总金额约7090万元，其中市级发放惠民消费券2000万元，拉动消费增长6.4倍。

　　全市各级工会组织积极落实职工带薪年休假制度。基层工会用会员会费落实每人每年100元观看电影、文艺演出、体育比赛的费用，在工会福利中安排不少于15%的额度采购“扶贫 832”平台产品。

　　在三峡物流园，开辟宜昌市农副产品扶贫消费专区，为全市10个有扶贫任务的县市区提供门店40个，入驻企业享受免租金、免水电费、免停车费等“三免”政策。积极协调北山超市、国贸集团、雅斯超市等市重点商贸流通企业与全市30多家扶贫龙头企业对接。

　　疫情发生以来，通过线上线下各种渠道，在各级各部门的共同努力下，累计带动全市贫困地区销售4亿多元的茶叶、水果、肉类等农副产品，有力助推贫困群众增收。

　　加紧培育新型消费业态

　　前三季度，全市网络零售额达到59.2亿元，同比增长17.7%，网络零售额居全省第2名。直播带货13672场次，直播商品1.6万个，累计成交额达5.7亿元。

　　不断刷新的数字背后，是流通新模式新业态在迅猛发展，释放着强劲的消费潜力。无接触配送、直播带货、生鲜电商等新型消费业态如雨后春笋般涌现。

　　国贸集团全场400多家品牌竞相申请网络直播，很多品类特别是运动装、休闲装、女装已经培养出自己的主播。自己人酒店立足体验式消费和品质消费，聚焦年轻消费群体，通过e家生活、美团、饿了么等平台，加大线上宣传和推介，线上点餐占比达35%以上。

　　在做好常态化疫情防控前提下，我市深入实施消费促进月活动，各地引入新平台、新场景、新技术，整合特色步行街、重点商圈、各大景区等平台，结合传统节庆、周末大集、赛事展会等时段，推动商旅文、游购娱、吃住行等消费深度融合。

　　下一步，我市将加快发展新零售，打造新型消费场景，推进智慧商业、智慧商圈等建设。依托跨境电商综试区和进口零售试点，扩大进口消费，提升国际化消费水平，促进内外贸一体化发展。（三峡日报全媒记者 付江山 通讯员 刘宗刚）

　　同时，强化市场秩序监管，不断优化消费软硬件环境，让消费者吃下“定心丸”，营造愿消费、敢消费、能消费的良好氛围，加快把被抑制、被冻结的消费释放出来，把疫情催生的新型消费、升级消费培育壮大起来。

Strong recovery from the epidemic.

From January to September, the total retail sales of consumer goods in Zhuhai reached 95.573 billion yuan, ranking 3rd in the province. In September, the upper limit wholesale and retail industries continued to grow at a positive rate of 4.5% and 4.8% respectively. The upper-limit catering industry turned positive for the first time in the month, up 2.3% from a year earlier.

The gratifying change is attributed to the opportunity of the Central Committee of the Communist Party of China to support the economic and social development of Hubei Province, the release of consumption demand by every possible means, the promotion of consumption recovery by multiple measures, the effective hedge against the impact of the epidemic, and the promotion of the economic development of the whole city against the trend and innovation.

Increase the assistance to enterprises

Accelerate the Pace of Market Expansion and Quality Improvement
