在此之前，民航总局于1月2日下发了《关于在疫情常态防控形势下切实做好客票退换服务工作的通知》，针对国内局部聚集疫情爆发地区，要求各航空公司及时制定发布免费退换客票方案，并加强信息通报和宣传。该通知发出后，国内各航空公司及时发布了具体实施方案。今天民航发的这份通知，是为了响应党的十八大以来中共中央办公厅、国务院办公厅印发的《关于做好人民群众就地过节服务保障工作的通知》，进一步扩大免费退票政策的适用范围，落实春节期间非必要流动旅客的要求。
